Budget 2015: Will the livelihood debate suffer because of political stalemate?

Each year, the financial secretary sets out the government’s tax and fiscal policy plans in the budget speech. Looking back on 2014, we consider what has been done since to improve Hong Kong’s competitiveness and to develop industry, education, health and welfare for the elderly.
